Sealed is a method determined by the commissioner to prevent any of the contents of a box, envelope, package, or other container being revealed or known before the deadline for submission of responses, such as the government election tallies. All contents are to remain completely confidential (or in a sealed mode) until the elected bid opening time and date has passed.
